She's also gifted with an ability to conjure up illusions to aid her (Shadows & Nightmares)...
I'm aware that she'd probably get better benefit out of Warden/Vindicator or Guardian/Vindicator... but I've got far too many builds using that setup... I want to break away from the standard... plus Brawler/Arbiter seems to fit her style... Also, I am aware that the advantage on Eldritch Shield does me no good with Night Warrior as my passive unless a party member has a sorcery aura... but I'm actually ok with that, in fact I kinda wanted that... it fits her chaotic magic theme... So while in most groups her block will be pretty basic, she will occasionally get greater benefit.

Also: Are you going to be spamming DW on bosses? Cause Setup can be a nice buff to DW if ur using Blade Tempest often enough (I assume so for Arbiter Mastery). The dodge/avoid options in Dex PSS are also a bit of a waste, imo, since ur giving up some nice crit severity for a small dodge/avoid boost that ya can't really depend on (I'm getting about 1.0-1.5% dodge and 3.0-3.5% avoid per point in them w/ ~300 Dex and R3 NW, and no extra dodge/avoid on gear- will be even less added w/ rating from gear).

I wasn't sure on Setup myself... opted for flanking for a more solid bonus to both attacks... though Setup might be better in the long run... as for DW's advantage... ideally I'll have a high enough crit chance that the bonus will be significant and boosted even furthar by actually critting more often than not...

Arbiter Aura is also kinda weak, since its passive dmg in the earliest layer, but Enforcer isn't too great either, Honor won't proc from Arbiter Mastery or Conviction, Concussion is good only w/ spam-able stuns, and Preservation isn't need if ur not having energy issues.

Honestly, I suspect my damage will most likely be higher with TC than with R3... but we'll see what happens...

Tooltip - 1,359-2,898 It looks like in a build that doesn't have Offense stacked through the roof via TBD+AS, TC is indeed better than R3...
Did you run an ACT log and parse out the dps?

edit: After some attempts on the PTS, I can't get the parser to work w/ CO anymore, even after updating. I'll try wiping the program and installing fresh- prob devote some time to it tomorrow.
