Exhausting Strikes Bug with Radiance

When you use the Celestial Energy Builder Radiance while targeting an ally, it turns into a healing power (opposed to a damaging one when targeting an enemy). However, Exhausting Strikes from the Protector Specialization tree applies to allies healed. Exhausting Strikes decreases the damage dealt to affected targets by 10% when they're hit by your energy builder... and it applies to your allies if they're targeted! This really should be fixed to only apply to enemies.
It makes sense, if you don't think about it.
