PTS: The Powerhouse!

I believe we should add the Debugger and a vendor to sell items to inside the powerhouse. We gotta pay for our retcons after all, and getting resources to do that is bothersome on the PTS. Of course, free retcon tokens being available on the PTS would be nice too. Frankly, it's annoying having to run outside of the powerhouse to prepare things for retcon and power testing.
While we're at it, Equipment is also another factor for power testing, since they affect our stats and how effective our powers can be. Perhaps we should allow the Debugger to provide different rarities and types of equipment in his store? The mission he has to provide Green equipment is a bit too random. Being able to adjust testing equipment on the fly would be helpful.
