Hunter Patriots (weak) XP?

Hi all,
My char is lvl 34 and killing Hunter Patriots in Canada for the perk. However I noticed I'm geting xp on lvl 22 Hunter Patriots (weak). Is it really supposed to work this way?
Note : this happens only on the lvl 22 Hunter Patriots (weak), the ones we can find south-east of Renegade Run. Grab the repetable mission to kill Recruits to find them. All the other normal lvl 22 Hunter Patriots behave normally, i.e. : no xp. Only the weak version of the Hunter Patriots is giving me xp.
