Evasive Maneuvers?

Anybody know what's the exact amount of INT with Justice Helmet of Speed that sets this power to last as long as it takes for it to cool down?
I'm 2 seconds short, using 2x gem 5 in my justice helmet and have 92 int.
Would appreciate somebody to help me figure this out please!

    Because of diminishing returns, I am guessing you will need something like R7 mods and Int 200.
    But that's just a guess.

    Do you have PTS access? If so, you can copy the character over, get R7 mods, and then play with the Int stat.
