At launcher window, go to options and disable On-demand patching.
After that log in and see if the launcher is able to download extra files to make up for the on-demand patching being disabled. See if you're able to get into the game normally then.
I'm having the same issue, which is annoying because it locked me out of STO for almost three months. Then it only worked at the lowest settings possible, and now it works but starts freezing during map transfers, (which escalates over time).
Now that Champions is doing the start up crashing, I'm starting to worry it will do all of the same things.
