Yep, Advantages that apply hold effects don't count for Manipulator, as it's not checking for the actual effect, it's checking if the power is flagged as a Hold. At least control specs are programmed better.

The advantage bit is understandable, if disappointing. But Sniper Rifle's Stun is baseline. Manipulator DOES trigger when hitting with something such as Sonic Arrow (even on tap, which has no Stun) or Eldritch Blast (baseline Root chance). Following their criteria, Sniper Rifle should trigger it, but isn't.
