An active heal for Technology-based Healers

Technology has some of healing powers, but something is still missing. There's meantime powers like Bionic Shielding, passive (Medical Nanites), rez (Resurrectium Serum). But where is active maintained heal, you know, like Celestial Conduit, Empathic Healing or Arcane Vitality? All of them are meh for technology-based thematic characters. While without having something to pour at tank most of time (e.g. at Frosty Tank Fnl), healer isn't much healy. So l suggest following:

Gadgeteering :: Engineer Cannon (or Remedy Cannon)
. Maintain with 0.5 s period
. Single target (Friend)
. Can't affect yourself (because utilizes weapon model)
. 50 ft range
. 0.85 activate time (4 max)
. Utilizes Gadgeteer Heavy Cannon model (you know, that one with radiation symbol on a barrel, which used by Tractor Beam power).
. GFX is same as biosteel ray or Support Drone's Healing Beam (that model/GFX combo l saw is used by a mob "ACI Engineer" in a Nighthawk penthouse mission).
. Continuously heals your target for solid amount. Chance to critically heal increases per period (0%-40% in a manner of Pulse Beam Rifle). Because of that ability is critical related & that makes think crit chance/sev can play serious role here, which's can force them overthink build/modding.
. It self-snares (50% of movement speed while maintained), but still doesn't self-root, unlike aforementioned maintained heal powers, which can be great in many situations as well, and makes it in consideration for all healers.

Advantages:
Simultaneous Assembly (2 pt adv): now it heals up to 5 friendly targets around your primary target with 50% of its strength, within 15 ft sphere AoE. This heal can't affect you as well.
Nano Optimization (1 pt adv): healing Cannon's BASE output is increased by 30% on players, that are already affected by Medical Nanites, and those have 10% chance per tick to receive short-lasting Nano Reinforcement buff, that grants +X% resistance to all damage and/or +X flat damage reduction. This advantage is going to make players encourage use Medical Nanites support passive (which is not too great ATM), because of this synergy.

    Whole point is for it to NOT root character while maintaining this power. This feature would make it useful even if heal values won't be OP'ly big. As opposed to Celestial Conduit, Arcane Vitality, Empathic Healing which root you. But approach downed teammate to rez while keeping heals on Frosticus Tank or reposition to be closer to him if he moves away, that could be interesting.
