So I came back to the game after they gave out freeform slots - I'd only played for a few hours before but this time I actually managed to level.
I was about level 35 when I happened to check my mail and found the email that, as Googling later told me, was the start for the Nemesis questlines at level 25.
Is it worth it for me to go back and set that up? Google and searching forums hasn't answered.

The nemesis missions are pretty fun the first time you go through them, too. (And maybe the second. And after that the long non-skippable cutscenes start to get a bit tedious.)
That said, the nemesis system is also full of accumulated bugs and glitches, as well as some... shall we say non-intuitive design decisions.
There are a few missions that sometimes just don't progress - like one where your nemesis escapes from the westside prison; sometimes your nemesis just stands there and you have to leave and try again.
The worst bug comes up with nemesis alerts, though; it's possible for the game to drop a nemesis clue item that's for your nemesis... but award that drop to a different player. Until such an item is destroyed, you cannot get nemesis missions. I've, personally, never seen this, so it's not a super-common bug. And you can prevent it from happening by just keeping a nemesis clue in your inventory or nemesis mission active (or on cooldown - you can only get a clue dropping once every... I think it's six hours?)
And the non-intuitive design decision: Several nemesis missions come in pairs and automatically give you mission two after you complete the first one - with no accept dialog or other notice that hey, you've got a new mission you can go do.
