Dear Devs, (I apologise in advance, it takes a madman to question another's sanity. I don't mean to sound like I sound, I really appreciate you being back on this and working it. I just really don't understand..)
Ice totally didn't need a new power, OR Ice Blast changed. It worked fine. Ice worked fine as a whole.
Here's another blast that DOES NOT work fine: Rebuke. It's not even a blast, according to tooltips with interactions where a Blast was called.
Here's something else that needs fixing: Dodge doesn't work; it's barely worth using. The dodge spec on Dexterity is not even worth taking at all, it's that bad. Could it be made to work off of Constitution and scale properly perhaps? Lightning Reflexes gives no offensive bonus to begin with, but it's by far not up to par with the other tank passives either. Could it be changed to work like Defiance or something? (When attacked, you gain dodge% and avoidance that scales properly so that at level 40 you reach 100% dodge with it after a few hits?)
Here's an entire powerset that does not work fine: Celestial. Its attacks are all to the quality of Rebuke: doesn't work, do too little damage or are circumstantial to use. No tap cast on many of them either.
AGGRO doesn't work. DPS just draws it too well (Especially Two-Gun Mojo) in comparison to tanks.
Please please please stop changing stuff that has nothing wrong with it and start to look at everything wrong with the power sets? Please...

This is the reason why I stopped playing my 2 behemoths and I retrained them both into Devastators, because tanking is still pointless (even in Gravitar because she random hits everyone). First, the typical toon with Primal Majesty and Two Gun Mojo (with the -still- overpowered advantage) getting ALL the aggro, then Frosticus and Kenina came out and surprise, your Rank 9 mods maxed out Behemoth tank is useless because they cannot tank Frosticus (3 shots and you are done), unless you use the typical Ultimate Turtle Build as Freeform (even a squishy soldier can Snipe Tank Frosticus without being touched), what's the point of having a AT tank then?, anyway, it's been 2 happy years as Devastator, but that was only my personal experience.
This kind of changes requires thinking out of the box, which is pretty much the opposed which has been done until today, almost 2016.

Ice could use an EU, but other than that, not really needing to remove hardfrost/change it the way they did.

And agreed, instead of nerfing things in the name of a select group of players definition of balance, fix the powers/trees that under preform.
Buffing everything to stupid high levels and nerfing everything to piss poor levels yields the same results, but not the same community reactions.
