Bird People's Skirt for Females working now?

I thought I read that the Bird People's skirt is now in the proper categories and you can apply it for Females again. However, I do not find it on any of my female characters. I cannot find it under any category nor under the search. Also the old leg detail (feathers) is no longer an option anywhere for any of my characters. I am a Lifer who has all the Vet rewards (and have been here a good while too). Is there something I need to do to unlock these again or is this just a bug?

You can reunlock it at the Gold Vendor to fix the parts that went missing and the skirt should be under almsot any of the hip categorys.​​

Thanks, got it to work now. They mentioned the Gold Member Store but I did not really get what they meant. I thought it was in the Bonus of the Zen Store or something.
