I'm working on making a new speedster based character... going a route of Speed through Technology... and I'm not really sure how to progress on her build...

I want to go with a Dodge/Crit build using Dex as her PSS I'm actually having a bit of a toss up between NW, WotW, & LR for her passive... currently using NW since it seems to fit her theme best (despite not being a stealth character) due to it's charge time reduction making her attacks faster... I'm leaning towards LR though since I havn't used LR on any of my characters in a long time and the last one who used it is currently running WotW... plus atm with NW her build looks a lot like another one of my characters >.<.... I do NOT want to include Ghostly Strikes on her 100hands, I have no intention of making her into a dimensional MA build.

I'd like to keep her melee focused, but I am open to adding powers from other power sets that could fit the concept (such as electricity)​​

    Here is an attempt at what you were talking about, Flow can probably do better. 100 Hands for Cone AOE, LArc for single target. LR has way better dodge than NW and you will survive a lot better. It also has enhanced recharge rates, but also added Int SS for faster recharge rates and reduced power cost. Con SS for Health, Ego Surge/Nimble Mind. MSA energy unlock and you can juggle conviction, thunderbolt lunge, BCR, and MD to keep your energy up.

    When you mention charge time reduction, I assume ur planning on including charged MA moves, like DU or BCF?

    Not sure what else would qualify for the 'technology' part of the theme for ur character. If ya want to sample from other powersets then that could change the backbone a good bit. A few SS setups could also work here, depending on ur priorities. Ya could even make a case for End PSS here to support something like 100Hands + Sparkstorm - just to try something different.
