Entities like Strafe Run, Flashfire, Collective WIll, Dust Devil etc. aren't technically flagged as pets to have a pet's unique scaling (pets don't scale w/ most player stats or dmg bonuses, can benefit from support auras, do get Commander bonuses, etc).
Sep entities scale like normal powers do (more-or-less), but since they are not sourced directly from you they can lack certain interactions (why SR can not break stealth, for ex.). Some of these entities that are also DoTs (like Dust Devil or Gas Pellets) are not allowed to crit (though some of them still can).. which I think was a fallout from when the old version of Imbue was re-worked/nerfed. Most sep entities also can't benefit from auras (unlike pets), though sigils are a notable exception there.

so yes, to answer ur question- Orbital Strike isn't a pet. Just a power not sourced directly from you.
Sigils actually are tagged as pets... however since the power that summons them is not categorized as a pet power in the powers menu, this has lead to some confusion... when you target a sigil it will say under the sigils name (So-in-so's Pet) just like any other pet... this however is odd considering that the sigils themselves don't appear to benefit from any of the Commander tree spec, only the power itself benefits and only from Rapid Response...

I can't really class sigils as pets since they don't scale like normal pets do, though. They're just an odd-ball category kinda on their own, imo.
It does seems like Create an Opening procs on sigils, but since they are crit-disabled I don't think that does anything. Unsure if Evasive Action or Well Trained works on them, but the other Commander ones that scale w/ SSSs don't seem to work w/ sigils- yea.
I can tell you for certain that Well Trained does not work on them... as neither Primal nor Radiant Sigils tick any faster with the spec... as for Evasive Action, I am unsure if it affects them or not... I believe the reason Well Trained doesn't work would be due to the abilities for Primal and Radiant Sigils being more akin to toggle/maintain powers with a duration equal to the sigil's lifespan, thus not having a CD to reduce... that or the same limitation that prevents the other Commander specs from affecting them...

This can be clearly seen if your opponent has Anvil of Dawn advantage and you have Wind Barrier. You are able to "repel" the orbital strike :P
