Have you ever noticed that cancel thing of Blast power, when you switch the Block on immediately after releasing its charge button? In that case you usually see power projectile & impact VFX, even enemy plays hit anim, but damage isn't registred. Moreover, if a power has buff/debuff effect assigned to it (e.g. Chest Beam or Thundering Kicks) - this effect (applied by preceding "real" shot) is dispelled instant "dry shot" is performed. This dispel touch only if target already has that debuff (i.e. if you make "real" Chest Beam shot at one dummy & then "fake" shot at another - first dummy's debuff is untouched. While performing "real" shot followed by "fake" shot dispels Chest Beam resistance debuff regardless of its timer).
Note, that powers Shadow Blast & Ebon Ruin, although both have similar effect, behave differently regarding to that. So Ebon Ruin for some reason is NOT affected by this issue, while Shadow Blast is. When Ebon Ruin is about to launch & you activate block - it WILL hit an enemy & hang DoT at them, not to mention ER doesn't dispel its DoT. But when Shadow Blast is about to launch & you activate block - it will miss an enemy. Note, that Defile or Gigabolt suffer from this issue (damage is cancelled), but their debuffs have different name from powers, so that cancellation don't dispel their lingers. While Chest Beam & Thundering Kicks have buggy dispels of them.
Please look at this, devs! Some AT, just like Automation, lnvincible & especially Master suffer from this seriously, because TK buff may often by critical.
