I'd add either Thunderstrike or Ball of Lightning w/ Triplicity as a more reliable means of applying Negative Ions. I'd also replace Mindful Reinforcement w/ Conviction for easier self-healing. Dex SS would also be better for dps than Pres SS- if ya want to prioritize dps over support more (or take End SS if ur having energy issues).

Unranked Locus Swarm isn't really adding much to the build, from a practical standpoint. I'd prob just get rid of that to make room for one of the negative ions powers mentioned above. Tremor is also a bit redundant w/ the other AoE's ya have.

Commander spec is also not really efficient if ya only have 1-2 pet powers. Guardian + Vindicator would be a better ranged dps spec combo than what you have atm.. although Sentinel + Guardian or Vind could also work if ya want more of a healing boost.
