Redirected Force is a great idea but impractical in action. The best time to give allies a defense boost is when the enemy is about to do a charged aoe attack, but if the player can't use it and block at the same time. Is there any way it could be changed to allow it to be used while blocking? Maybe making it a passive add-on to a shield, or even making it a type of block itself?

Make it a toggle that locks out all powers other than blocks, and removes energy gain from blocked attacks. That way it ONLY gives what the OP is asking for.

As for allowing it to work with blocks... Just use Force Shield w/Force Sheath or TK Shield w/TK Reinforcement or Ebon Void w/Voracious Darkness, then maintain RD while your persistant shield buff from any one of those 3 blocks is running... I personaly recomend Force Sheath or TK Reinforcement though since you shouldn't be getting damaged often enough to build up Voracious Darkness on a build using RD anyway.. let alone find the time to maintain the block long enough...
also my Shielder, CORTEX, would beg to differ about not being able to use it when the party needs to block... Hell she makes the party not even need to block against Baron Cemetier's Voodoo doll... it's so fun watching his voodoo doll do hardly any damage while the whole team proceeds to try to hurt him (frikken impossibly strong Voodoo Doll Block

Now while I'm not entirely opposed to making RD into a block, I am 100% opposed to doing so in the manner you suggest. I also don't believe the power needs to be made into a block either... Perhaps buff the power to reduce damage by 50% at R3... and make the buff last longer than 3 seconds... beyond that the power is fine as is...
