What's the best way to put Negative Ions onto an enemy?

I have heard chain lightning can become a 100 ft range energy builder with its advantage, but I don't know if this method still works. Thunderstrike could be used as well. Any other options? Which one would be the best/easiest?

    Ball Lightning doesn't automatically apply Negative Ions. It has a percent chance last I looked (which was recently, it's the reason why I'm going Thermal Reverb over Ionic for one of my characters). Thunderstrike full charge has 100% chance.

    I use Electrocute to apply Negative Ions on Blastwave. It's guaranteed, will hold them for a moment, and with it's advantage it will boost your damage output. Combine Electrocute with Lightning Arc and you've got an amazing single target Lightning build.

    Downside: it's single target... and due to being a hold has a CD... and CCer's will hate you...

    If you want AoE then Thunderstrike is your best bet.

    Fun Fact: Sparkstorm + Ionic Reverb is a relatively cheap way of generating at a high rate. I use this tactic on CORTEX to generate energy for maintaining Redirected Force, due to the addvantage on Sparkstorm it also had the side benefit of giving her some damage output while shielding everyone.

    TStrike or Ball of Lightning w/ Triplicity, imo. TS can apply NI even on tap- but only to the main target (on-charge it applies in an AoE), and I wouldn't try it w/ Ball of Lit w/o the special adv, since the 10% per tick is a bit to low in that case.

    Other powers can work too, but I find those two options are the easiest.

    Ball Lightning with the adv is the best route.

    What about energy management? At lower levels, lightning arc burns through energy fast.

    Once you get Ionic Reverb & a reliable method of applying Negatve Ions, Lightning Arc becomes as good as free.. and with enough Endurance &/or Cost Rduction (from gear &/or Int) you'll actually GAIN energy while using it.

    It's Ionic Reverb... and IMHO IR performs better than OD... the reasoning behind this is that OD requires you to maintain multiple maintains/toggles for half duration to build up a reasonable energy return... whereas IR can return a sizable amount of energy on every tick of a power if it interacts with Negative Ions.

    On an Electric/Negative Ions focused build...it doesn't. As long as you have reliable applications (as mentioned in this thread), you'll be rolling in energy.

    I'd suggest thinking about statting END somewhere, but it is entirely possible to run Electric builds without END.
