Just an idea I had...

Converting all offensive passives to boost all damage types... thus making the determining factor on offensive passives more reliant on secondary effects and less on "does this boost my damage?"

Just going down the list:

Electric Form: drastically Equilibrium & Energy Recovery <--- Great for energy hungry builds

Fiery Form: Constant PBAoE <--- will need a significant buff to the PBAoE's damage

Kinetic Manipulation: Nothing... <--- This is why no one uses this power Cryptic, do something about this

Storm Bringer: Nothing... <--- Currently only used because it boosts 3 power types common for weather themed characters... will need a worthy secondary benefit if this change to passives is made

Ice Form: Chance to Chill attackers, occasionally trapping them in Ice Cages. Cold Snap on crit... <--- Cold Snap buff won't help anyone who's not using Shatter or Ice Barrier, but it's the other effect that people would take this for

Quarry: Audacity stacks... <--- the main reason this is the most used DPS passive in the game at the moment, coupled with the fact that it actually does boost all damage types...

Targeting Computer: Lock-on bonus... <--- if this change happens Lock-on would have to be altered to affect all powers instead of just ranged technology powers

Ego Form: 12% cost discount to mentalist powers... <--- would have to become "to all powers"

ID Mastery: 10% cost discount to mentalist powers... <--- might need some attention...

Congress of Selves: 12% cost discount to mentalist powers, Aggression Stealth, Reduced Threat, Ego DoTs ignore 10% resistance... <--- even if the resistance part doesn't get fixed to ACTUALLY WORK... this might make Ego Form & ID Mastery obsolete if they don't get some attention...

Earth Form: Slow nearby enemies <--- Melee's best friend

Seraphim: Small AoE HoT, Healing buff <--- not technically an offensive passive, but it should still benefit the same way regarding its damage bonus.

Shadow Form: Aggression Stealth, Perception Stealth, reduced threat, chance to heal % of health with each attack every 3 seconds <--- some balancing might be needed if this change happens?

Pestilence: growing PBAoE DoT, reduce resistance to toxic, Healing debuff <--- questionable as to if the resistance debuff should affect all damage or not...

Way of the Warrior: Dodge/Avoid buff, energy on dodge <--- for those dodgy DPS builds who don't want a defensive passive.

Night Warrior: Stealth, resistance penetration, charge speed, dodge/avoid buff... <--- yet another passive that already boosts all damage types and is frequently used because of it.

Unstoppable: Energy on Knock <--- Force builds will thank you for this...
