Clearly, as has already been stated/suggested, MSP and FBI need to be in the next higher tier. Period. There is a huge step in skill requirement between CN and FBI. Additionally, why does a character need to have everfrost in order to queue for a random chance at getting Malabog's? Yet, you cannot queue Epic Random Dungeons without the required everfrost resist for FBI. Please move MSP and FBI up to the next tier level. If you don't believe your players, you go do those dungeons with 11k iLvl.
Hopefully the Dev's will see that this system needs tweaking. While I commend their efforts to improving the playing lives of those players solely dependent on the queue system (versus guilds or player chat channels), the implementation is rough at best. This is the first MMO I have ever played that encourages and rewards people for not playing with their friends, for playing solo. Crazy. "Hey guys, anyone wanna runs some dungeons?" "Nah, just gonna queue my randoms and get my AD."
