• I believe that's actually how it is done. As I recall whenever I PvP'd on the Beta Weekends, I was always leveled up to the next '9. 19, 29 etc. I assumed that was them balancing the field. Now, this was 3 weeks ago which is a lifetime in a beta environment so who knows how it preforms today.

• I think that just means you can start using the foundry immediately on launch, where other people will need to level a character to...15(?) before the Foundry button unlocks.

• It looks like the "When is that in your time zone?" link is set to 12pm PDT, but all the text says 1pm PDT. So I'd assume the link is wrong and just go with the 1pm.
