If you only use encounters with a long cooldown bronzewood isn't the best choice. If you have shorter cooldowns or space our encounters so you're popping one on your target every 20s regularly it does quite well. get ACT and try it out on the preview server to see if it fits your play style.
The tooltip is misleading. It's a debuff/mitigation style enchant that will let you go into negative. Get one on the preview server and try it out for yourself with ACT :)
If you aren't dieing much try out thunderhead (yay preview server for trying things out :)) a regular or greater thunderhead should proc decently and helps a little with aggro/cc/dmg. I was watching dmg with ACT it's reporting 108% with a standard bronzewood for my at will and encounters when the mark is active. I have 22.9% arp without camp fire. This was done on mobs in sharandar. I'm saving up for a perfect now as it's a hell of alot cheaper than a vorpal.

I've had horrible luck. Of the T1 dungeons ive tried its all been blue <font color="orange">HAMSTER</font>. The t2s so far, except for one, have been crappy epic belts/rings and the final one, yay the choice of t1 armor after slogging through a t2.
