Because it is exactly an early access to the game. There will be no more wipes, so all the bugs and exploits happening now are happening to the final game Besides, MMO is never out of beta if its still alive.

maybe you did not pay anything or the game, why assume others didnt pay ?

no cosmetic slot, it goes where the neckpiece goes. buuuuut, you can change the appearance of _some_ neckpieces into capes for a mere 60k AD ( at least for the one I looked at ).
