It depends what meaning it should have. If you want it to be some kind of Vet-reward so everyone sees how long you have played, it should be bound to your account. Otherwise it should remain BoE.

After completing the campaigns I have no reason to go back. I don't care for artifacts, collections nor achievements. Artifacts drop too rarely to make it worth the time. Actually they do. At least the german NW-Site has a Foundry Spotlight section for Foundry missions in German. Just change your language setting for the mainpage and you can find them. I assume the same is true for Foundry missions in French but not sure about that. So while the translation of the game might not be perfect,…
