So, I just got done chatting with PS4 support and they had me uninstall the game, put the PS4 into safe mode and rebuild the database and then reinstall the game. They sent me the same response word for word. I'm in the same boat. I'm going to contact play station to see if they know what that error code means, maybe that will shed some light on the issue. But it makes no sense with what is happening for it to be a "play station" issue.
