The person who reported this originally misspelled Ray of Enfeeblement. The bug still persists though. Quite funny to see so many guides recommending stacking RoE on an enemy when it's obvious the posters haven't done any proper testing at all.
All dodge skills are now server side and are thus affected by lag and lag spikes. Previously, the game stored many values on your computer, making it trivial to hack yourself unlimited stamina, block bar, divine power, etc. etc.
Why are you assuming that all the extra feat points from humans would go to Domain Synergy? At least in PvP, maxing Cleanse seems to be more useful than ~0.5% extra recharge. Or are you assuming that every PvP cleric would roll Dwarf anyway?
It isn't, IMHO. In PvP I'd rather slot Chains, FF, HW, or SB. Then again, the OP finds it "super hard to single target heal" in PvP, so that's probably the reason he went with BoH.
1% chance of success means that some people will be able to successfully fuse all their enchantments without ever needing a ward. Of course that's not true for everybody, but a bit of luck goes a long way.

You didn't ask about it, but you may not know: the only spells that count as "AoE" for the purposes of Wizard's Wrath are Ice Storm, Cold Strike in the Mastery Slot, and the burst from Shield.
