Is there an issue with the queues right now? Been trying for a couple days to queue for The Cloak Tower but it never finds a group. Though strangely enough I've been able to queue for PvP and skirmishes just fine.

Yes it does. It's a Cryptic thing. You'll have to pay for more slots. Though you could save up Astral Diamonds, convert them to Zen, and then buy more character slots for free.
