Hi! Did you ever find it? I researched and found this so I thought I would share just in case you hadn't yet: "Longbow of Dusk and Dawn, which is a BoP quest reward from the final lair in Vellosk" Hope this helps and happy adventuring! =)

I have the same issue. Some alts have this "bug" while some don't. I do know a few in my Guild that now have this happening as well. It was fine until the combat rework so hopefully with the next few updates it will be fixed. =)
