Same problem here. It's gotta be a bug. I'm lvl 43 now and have had the same problem for two days. Here's a screenshot of my mission tracker taken a few minutes ago (see first mission in list), and Rhix's "U mad bro?" face he gives me every time I try to turn it in. Not cool.
