There is no way to pre-order the game. You could of pre-ordered torchlight 2 and got beta access, but you can't anymore since torchlight 2 has been released.
Next month most likely, although there were numerous previews that said Late December/Early January I think Cryptic are a little behind. But I think it's safe to say about mid February to early March.
