My guild is having the same issue. We either have one epic heroic encounter up, or none at all. This has been happening since yesterday afternoon at least.
People in my guild are also having problems getting influence this morning. I have previously gotten influence on my first heroic encounter of the day, usually 60. Today I am getting no inf from HEs, even though I am not at the daily cap. (I haven't received ANY inf so I can't be near the cap.)
