It already is and it's the flawed design that enables this. If they stopped encouraging twinks by allowing them to wear epic enchantments and perfects, this would help but then PVE'ers would cry and complain as they like doing it for lvling up.

The leader cannot be kicked from a match. The person who was the leader either kicked two of you out then left the match or passed lead to one of the tr's knowing they would kick. The person is trying to come across as some unfortunate victim but decided to take the penalty and blame it on the TR's.
