I agree that it's likely a latency issue and appears only when the 2nd press follows rapidly (hence, the less-than-precise step 3)'s direction of "quickly"). Just tested it again this minute and, no, it is not working, it is still very broken. Easy to re-create the bug. Stand anywhere, Protector's Realm, a safe area in a zone, in a dungeon.
