I did that one before Tower District was vaulted so I'm not sure if this will work, but according to CodeMonkeysCode from trueachievements: "The in-game achievement, “Fallen Tower Jumper,” can now be completed by leaping into a portal from the Moonstone Mask island in Protector’s Enclave." Hope that helps.

He gives a quest for each vaulted zone, you can find him in the leveling zones, and in each zone he gives two quests, I'm not sure if he gives all in game achievements related to those zones but he does give the xbox achievements.

There's an npc called Acolyte of Histories wich gives quests related to those achievements from vaulted zones, he gives the one for blacklake at neverdeath cementery. https://neverwinter.fandom.com/wiki/Cornering_Karzov_(history)
