This was mentioned in a patch note a while back I think, but if I recall the TR always deflected 25% and the 75% was always a typo. So no mechanics have been changed (I believe), and your deflection damage should be the same.
Well originally it had such a long cool down that it was just ridiculous. The build up can be annoying too because people run out of the way, so you always need to use divinity mode, so you're not gaining much there since divine forge master's does damage and heals. That damage can be pretty helpful to your party at times.

Any time you pray you extend the timer, even if you don't get coins for it. So if you pray earlier in the day you don't have to worry about cutting it close later.
