Listen to what your saying here. Your comparing main aspects from other classes haha. The HR is so versatile it can do everything the other classes can, just not as well. In the hands of a good player HR are quite a site to see. I love mine in PvE and PvP.

when you take into account that most of our encounters are either utility or do weak damage....yeah, I'd say that it is balanced
