im looking to do the same thing with my cw... im mostly going pvp with mine.... currently only level 20' but i cant seem to take conduit out of tab its just so many stacks and my targets never get to move

im currently a lvl 20 cw and was wondering, for the reason of focusing on cc for my group i lvl with... what is the point of Chilling Cloud? i pretty much just focus on using ray of frost and don't see a point to using it, considering it doesn't put that many stacks on... any thoughts?
