One of the less satisfying aspects of 3.5 was how some classes could win the game alone. I think the scaling is intended. If you want to get things fast, you have to log in every hour. If you don't want to log in every hour you can but you will gain way less.
Well, you're never gonna have all your skills in the skill tab. You will use two at-wills, three encounter powers, two dailies and two passives at any given time.
