  ^You mean, to do Level 20 research requires 8 quicksilver and no alchemical knowledge.
  
  It *has to* be like that, because if you've previously done the level 20 experiments to unlock the 3 available recipes at that level, you have no way remaining to obtain knowledge. And those experiments didn't award knowledge in the first place since there used to be no need for it, since there was no research task to unlock a higher tier.

  Good point, just others can hop this step. Albeit then they will not have the major potions of protection and potency recipes required to unlock level 25. Not sure what would happen at level 21 research if the level 20 items had not been uncovered.
  Was pointing this out as an apparent inconsistency - which you have qualified appropriately.

  My character that has the recipes unlocked was allowed to start the research. The one that hasn't done the level 20 experiments can't see that task.
