I don't know if I was the first to complete the task on live, but the concrete answer is buried in another thread, inspiring the creation of this post.

Artifact equipment uses the Item Refinement interface. Any identified equipment that has a minimum required level of 60 can be used to empower artifact equipment. Main hand equipment gives double RP to artifact weapons. Belt equipment gives double RP to artifact belts. Refining stones can also be used.

Looks like it's redoable, since you can get multiple dragon bones and bits and bobs. So, take that for what you will.
With as easy as bones, rubies and ingots are to get, I don't really see how. If we had to wait days for some of this stuff then I would agree.
Control and J says yes. I think that mystery is easy to solve.
Not really those materials, its having to do these grindsome boring dailies even more after you've already done them a dozen times for a week and have spent 20k ad on this.
More waiting, more time-gates. How about introduce a difficult 10-man dungeon that requires coordination and teamwork but have good rewards?
are the bones and gems easy to get?
Bones can be gotten over time with drake kills, also from the dungeon skirmish chests, but they're still rarely dropped. They're reasonably cheap anyway. The gems are more limited atm, I managed to get 2 in not so many runs but I may have been lucky.
And btw, using one weapon artifact to refine other ones gives 3000 RP on lvl 1. And If you put 2500 RP in it, it gives you 5040 RP. So you actually lose RP doing that.

RNG says you could theoretically pull 1,000 weapons and never get the right one.
Oh, awesome. I thought the one possible salvation in pulling the wrong weapon for your build could lie in being able to get a bonus out of using it for refining like with matching artifacts. Rotten system. Thanks for the heads-up.

Assuming the chances of the 3 weapons is equal, the probability of that particular outcome is small, it's virtually zero.
Second artifact, still the same, and I don't want it.
Seriously, i'm not gonna do that every times. This game is really trying to make me quit.
Or if you look at it another way, assuming enough people are playing and making them the chance that it will happen to someone is virtually 100%. (Note we don't have enough players for this to happen, partially because I don't think there are enough people on the planet, it's a stars in the universe type of number, because you can make statistics about "virtually 100% or 0%" lie)
It does make sense for it to be random actually. Maybe it does not make sense for the individual or the community, but it makes sense for someone... And that someone isn't a player.
I upgraded the first one i got, which isnt the one i want, to rare quality while im waiting on the next one coz i really needed stash space (had it full of epics i was saving up for refinement).... hope i havent just thrown away alll those rps.
