I've taken two characters to IWD (both DCs) to do the Vault of the Nine quest to get the class-specific artifact from the reward merchant in PE.
It said that the same artifact is unlocked for all characters on the account.
Huh?
I do it ONCE and ALL my characters get the same DC artifact?
What if I want to do it again with a TR, HR, CW, GF or GWF? Can I do this quest with each character? Or can I do it only once and get just the one artifact?
Can I do it twice, one with each DC, or do I just unlock it with one of them?
You do it with a DC and all current and future characters can claim a DC artifact.
You then do it with a TR for example and all future and current characters can claim the DC and TR artifact.
So on and so forth. Running it with a second DC however does nothing but allow you to run thru it again for kicks. Which could be fun if it's been a while since you've done it. (I like killing beholders)
You do it with each character that gets to icewind dale, the artifact will then be available at the rewards claim agent in PE for any other characters, thus you do it once and any new character can stop by and grab the DC artifact, do it on a TR and you can grab the TR artifact also

And if you do the quest with characters of every class, any new character you create will have a choice of all the artifacts as soon as he/she is able to equip one.
The class artifacts have one major drawback, though. Unlike the other artifacts, you cannot use the class artifacts to refine other artifacts, so - if you put some RPs into a class artifact, but later a better artifact of the same type (Power/Union/Stability) comes along, those RPs are wasted. For this reason, I strongly advise against using more than one class artifact per character, and select carefully.
The reason for this restriction is of course to avoid exploiting, as you can claim an unlimited number of each class artifacts, but another solution would have been much, much better:
Make the class artifacts themselves give 0 RP, so people get back no more than they put in if they are used for refining (and less in fact, because of the cost of marks and wards).
This would encourage people to use more class artifacts, and to level up more characters to get the different artifacts, which would result in more Zen sales of bags, mounts and companions...it would make perfect business sense, and I just cannot understand why they don't do it.

Say I have a rank 60 Bloodraven's Skull (or whatever the pvp one is you can get for glory) and later get something better. So I no longer want to use the bloodraven's skull. Do I get all of the RP that I have used in that artifact if I use it to refine plus whatever the artifact is worth or is it just some predetermined amount like it is for weapon and armor enchant shards?

In fact, for PvPers, it seems that a highly efficient way to level up another Power artifact (like the Lantern) is to get the Skull, level that up to a certain level (I don't rember what the optimal level is, though), use it for refining, get a new skull and repeat.
Hoping for improvements...

OK, thanks for that, guys. I have three level 60's, and nine between level 50 and 58. So it will be nice to get a choice of artifacts for the younger ones as I take them all through the quest.

Just like Enchants, you can feed Artifacts to each other. I don't know what percentage you get back of the RP you've put in.
But you get a lot more RP by feeding an Artifact of Union to an Artifact of Union, rather than an Artifact of Power, just like you get more RP by feeding a Radiant to a Radiant rather than an Azure.
