Currently, in the Zen shop. It's a Hunter/Ranger booster/companion pack. It's not as "juicy" as the previous packs, generally speaking. I think I read that it might be direct-cash-purchasable one day but not at the moment.
That is, if you meant what I think you meant by "HR kit..."

. . . . . It is in the Zen Store both in Gateway and in the Game itself. As Rhoric said, it is called "Hunter Ranger Booster Pack" and is green in color. It will be grayed out if one doesn't have enough Zen to purchase it. In the Gateway, click "Store Front" to expand then choose "New" and it should be the first option. In-Game, just click on "New" and it should be right there.

I just checked all listings (in case it got mis-labeled) and it is indeed not on the Zen store on gateway. I cannot confirm in game since I'm at work. (much like how when it was first released, Wolf of the Wild Hunt was not listed on the Gateway Zen store, but was live in-game)

I'm looking at it right now. It is there, both in game and in the Gateway.
Like all packs the HR pack is able to be purchased from the get-go (Fairly sure) so I don't think Level would be a restriction. the images I posted were from my 60 CW.
Have you already bought the pack? Maybe its a one time purchase and disappears when bought? Really odd that its not showing up for you. (I can see it as well.)

I think the only thing that isn't account wide is the greater bag of holding (as well as the bow and cape if you're not an HR). I've claimed the companion on all of my characters, for instance. I can't reacall the name of said tab for recaliming items (since I don't have it in front of me) but I'm fairly sure its the last tab on the right when it comes to the claims agent.

confirmed it with CMPinPointError and Zebular - if you bought the pack, you will not see it in the zen store anymore.

The ONLY items not account wide are the Greater Bag of Holding (1000zen) and the Adventurer's Helper Pack (Currently 1225zen or so, think it's normally 1500zen). That is less than 3500 zen, the cost of the hunter pack.
Check the different tabs on the claims agent - there should be a way for you to claim the other stuff.

Well, it should show differently for the people who have bought the pack vs who has not. Unless you mean the layout - you can also access it from gateway.playneverwinter.com

in protector's enclave, go to the reward claims agent across the hallway from where sergeant knox is. there are four tabs to choose from in there. if you click on the 'reclaim' tab, you can find individual items you can claim or on the "boxes" tab, you can select the entire box and open it to get the things you want and discard the rest. however if you already have some of the unique items in your inventory, it won't give it to you again.
some of the screenshots in this thread are from the in-game zen store and also from the gateway zen store. the gateway is a web-based extension of neverwinter where you can manage your inventory, refine rough AD, manage your professions, peruse the auction house, utilize the astral diamond exchange and play the new awesome dice game "sword coast adventures". you can even reset your invocation timer through sword coast adventures so you don't lose your celestial coins!
In another post of your's, you said you bought the pack. So if you did buy it then it has been confirmed that if you bought the pack then you no longer see it for sale.
