I'm thrilled to have them but have zero recollection what happened. Here's my tale:
In real life, I'm a long-time PC gamer but this is my first MMO; I've been playing NW for about 6 hours so I'm not savvy like most of y'all. In game, I'm a Level 12 half-elf cleric currently hunting Orcs on my first out-of-Protectors'-Enclave quest. I recently opened my inventory in a post-battle mental haze to upgrade and do inventory maintenance whereupon I found a pair of +2 clerics' boots, Blue rating. They are by far and away the most valuable item I have.
Does everyone get a blue piece between levels 10 and 12? Are they a random drop? Are they a specific quest reward? Did I, by chance, get them from the handsome human PC with a rodent-ish companion who asked me whether I'd like to trade? (I clicked Shift-1 to accept but have no idea what the result was...suddenly there were more orcs that wanted killing.)
Anybody care to help a sister out with an educated guess?
They drop randomly.
The order of value, from least to most goes:
White
Green
Blue
Purple
Purple items are only awarded through Missions, Dungeons, Paid Lockboxes, and special rewards in the new Faywild Module.
So congratulations on your first Blue, and so early in your characters' life! AND it's your class to boot!
Either that, or the Ghost of Elvis is once again wandering about, distributing Blue Suede Footwear.

Are they a random drop? Are they a specific quest reward? Did I, by chance, get them from the handsome human PC with a rodent-ish companion who asked me whether I'd like to trade?
It could be any of the above. Most likely not a quest reward. My guess would be, you got lucky on a random drop. Or help from a generous player.

Could the human with fuzzy companion have been giving me the boots? I remember thinking at the time, "How friendly of this athletic jumping high-level person. I don't think I have anything he'll want in exch--ack! ORCS!" If that's the case, that's dumb luck I'll want to pay forward.
I got two blue items. One of them is a pair of boots. They are level 16. So I must have received them on a level 14 or 15. I am going to fast for the content. Mostly the mobs are two levels higher than I am. The loot is also higher and when it drops I seldom can use it.
That blue pair of boots is still on the character and that is level 22 now. I think I can replace them at level 24 by a better green item. You can do quite long with blue items as it seems, greens I replace every two levels in most cases. The fact that you replace your items so quickly makes me wonder if I should put stones in them, and burn AD to get them out. I have stopped doing that.

Yeah, I gave up on adding Enchants to Greens pretty quickly. That gets prohibitively expensive FAST. If you are going to slot them anyway, try using some of those low level "throw away" Enchants and just don't bother to remove them when you sell the item off.
A little tip if you are under-levelled for an area: Try a Foundry or two until you catch up. There are a couple of places I need to do this to keep up with my Gear early on. I HATE having gear in my inventory that I can't use yet. It's like presents under the tree three days before Christmas that YOU JUST CAN'T TOUCH.

Yeah, I gave up on adding Enchants to Greens pretty quickly. That gets prohibitively expensive FAST. If you are going to slot them anyway, try using some of those low level "throw away" Enchants and just don't bother to remove them when you sell the item off.
A little tip if you are under-levelled for an area: Try a Foundry or two until you catch up. There are a couple of places I need to do this to keep up with my Gear early on. I HATE having gear in my inventory that I can't use yet. It's like presents under the tree three days before Christmas that YOU JUST CAN'T TOUCH.
I didn't even know I could enchant green items. I just assumed enchantments were higher-level stuff. I think I'm underestimating the micromanagement possibilities in this game.
The Foundry is what attracted me to try Neverwinter. Some of the most creative minds in gaming are hidden in the player base; I'm interested that PWE seems to know that.

Possibly they were a drop and you collected them by pressing the key "F" by reflex without thinking

Blue items do drop randomly now and at a bit of a higher frequency than before. (thank goodness!)
The blue item drops tend to have a bit more of a blue glow to them. Cool stuff IMO.

This goes double if you're underlevelled for content (stupid easy to do if you aren't doing Rhix's dailies) as Foundry content is always equal to your level.
I sometimes like to just wack low lvl stuff to help my alts and give other stuff away to near by folks. But they seem scared to trade. Even if I say Gift..

This is very likely. High level players who get beginner blue drops will often give those items away. I know I do, if I can find someone willing to accept.
