Try stacking Deflection and Regeneration and pay close attention to what happens when you take damage. That's all I am sayin'.
As for ArPen, it's a very useful stat, as combined with a CW tossing out RoE or Thaum CoI final feat, every class has the ability to hit the target that now has negative mitigation.
Edit: Another quirk that seems to affect CWs in particular - ArPen seems to be applied before Tenebrous procs, where in other classes, ArPen isn't calculated until after Tenebrous procs.

LOL ArP is not needed for PvP. You are just being silly. PvP can be played in quest level 60 gear and just gets easier with better/gear enchants.
ArP is great for PvE but PvP it's just silly because you can 1-3 shot most players without it.

For the OP, ArP is definitely needed for PvP. It helps with fights with DC's, GWF's, and GF's greatly (especially with DC's Astral Shield and GWF's Unstoppable). Some classes can get it relatively easily (GWF gets free damage ignore from constitution), others have to stack it.
For PvE, it is an incredibly useful stat as it is applied before defense reductions.
Savage enchantments are BIS unless you're already at the soft caps for ArP and Crit (~2200 and ~2800 respectively) and are min-maxing.
