  I'm having the same issue. Copying all the files from a Known Working install on another computer results in exactly the same error.
  
  It's really quite frustrating.

  So i know that Steam for example uses InternetExplorer on Windows to render their shop site in Steam. And Neverwinters launcher also establishes a connection via http... so there's probably an issue on your browser, maybe a scam included a proxy? Please check your proxy entries. And maybe you can try if launcher.playneverwinter.com redirects you on the chinese page.

  I have no proxies, malware, viruses or anything of that regard. My system is completely clean.
  
  Which is why this completely cryptic error message is so irritating.

  I'm still having this issue and nothing I try can fix it.
  
  If I grab a copy of the files from another PC and manually launch the game, it works. But the Launcher? No go.
  
  I hope someone has SOME solution.
