Well, i guess the scaling "works" in a way, that it simply takes a portion of your stats away without considering any stat caps, which might lead to problems when your character is just within that cap range on level 80, but drops you below the cap when any kind of IL or level scaling is active?
And i think i've read something about the scaling being changed with the next or the following module, so when you have reached the cap on level 80, you'll allways reach the cap when being scaled as well...
If they get the scaling right at some point in the near future, and bring all the regular companions back into a more usefull state, this event might even become actually fun to play through.

Days 1-7 were no problem, day 8 I got killed too many times and quit. Didn't even start on day 15. bought 4 Tier 3 partial buyouts and then Respecced (which took hours and hours). The next 3 days at Tier 3 were a relative breeze.
All this for 1 reward coin towards the 3rd Rate Legendary Golden Horse. And Then it will take FOUR MORE YEARS to get the 5 coins needed (5 More Years if you spent the coin this year) with absolutely NO guarantee that the coins will not be removed by a future crew of developers in 3 years to make room for some items they think we NEED in the future.
I think I'll pass until you come to your senses and offer 5 coins towards the Golden Horse (or 6 or 7) each year. I hope Millions of players join me in this.

You are supposed to be scaled down to 20K. If you brought up the character sheet, you would see your item level is 20000 in light blue. Does the scaling work? I have no idea.
Scaling works....like bullet(s) fired from a gun is rapid onset lead poisoning.
Think of Scaling as a VAT tax. You want to improve your life and figure you need more money to get ahead in life, buy that big ticket item you have been lusting after, save for your old age, whatever. So you work those extra overtime hours at work. You pick up that side gig or part time job. You save and resist buying new things, make do with the older models longer etc. You watch your account balance, slowly climbing, dream of what you are going to have to improve your life with....the day comes to withdraw that money, do what you have dreamed and saved for. But a politician has since decided you needed your life "improved" with a "value added" tax, lopping off a chunk of what you worked so hard for, adding "value" to what you were going to get, making it far more expensive, you know to "enhance" your life experience.
Think of VAT tax as a Scaling. You want to get better at the game you play, improving you skills and gear, gain access to content you've never seen. So you grind some repetitive content were you must, leveling up and getting gear rewards along the way. As you gain access to each area and its content, you run in and "enjoy" wipes and stumbles and time sinks etc. Steadily advancing and skilling up. You save up AD, RP etc. watching those balances climb, you get gear rewards from grinds etc. and finally comes the day you get to enjoy the rewards of your labors! You got the elite gear, the access, the rep grind etc. yea! And some Dev since decided the need to "improve" your game experience, to add "value" and "balance", so they lop off the top of you stats, all that you earned as a "scaling", for you to do without. You know to "enhance" your game experience.
I'm the type that think taxes are regressive, I will pay the minimum, please and thank you. The more you give up the more they waste and confiscate more, to "improve" things. Isn't it nice? The scaling tax/confiscation doesn't "improve" my life, rather it hinders it, my game play isn't "enhanced" by it. I want what I worked for, if I want to go trough old content and breeze through it, so be it, I earned it! A socialistic Dev has since robbed me of that pleasure.

If you are talking about VAT, it all depends on how the tax was implemented.
In Canada, there is something calls GST which has been hated since it was introduced N years ago. However, most people does not pay attention was what happened before GST. There was a 15% manufacturing tax which customer did not see but factored into the price. With GST, the manufacturing tax was eliminated. Many essential stuff has 0% GST but before the GST era, those essential stuff were subjected to manufacturing tax for the material/tools, etc. So, it depends on what the stuff is, there can be gain and there can be loss. Is it a good thing? It depends. Most people hate it because GST is on your face while manufacturing tax was hidden. Manufacturing tax kills export. That is like adding tariff on your own product before exporting.
Of course, all these has nothing to do with scaling.
When I asked "Does the scaling work?", I mean I don't know if the scale is WAI as scaling properly. I did not ask if scaling is good or bad. VAT and GST are WAI. WAI does not mean it is good or bad. For example, if VAT is supposed to be N% and it charges N%, it is WAI. If it charges N+1%, it is not.

One question remaining, is the scaling the same throughout the game, or are there any differences between scaling in for example event areas and/or scaling in dungeons/skirmishes?
I'd guess it's all the same, but with NWO you never know...

So whats this event going to be like for a casual player with:
24K tankadin legendary burnished weapons
22K warlock epic primals dps loadout staff of flowers at mythic
21K Wizard legendary mountaineer wepons(the ones with the near or far buff)
All 3 are currently around 105k power, the dps are more like 107K.
Also, is the currency bound character? If I start on one toon and find it easier with another, I'd like to switch.
The currency is character bound. You cannot switch to use another character after one started the event. You probably can use another character for the next event but it will be a bad idea if you are aiming for the legendary mount.

And how is it intended to work?
OK in my head it goes like this [example]:
24kiL player has 150,000 power
So scaled down to 12kiL then power should be 75,000 i.e. Half what it was at 24kiL.
Is that how it is supposed to work?
Level 80, IL 18719, Power 70546, Defense 38381
with scaling Winter Festival:
Level 60, IL 10500, Power 39451, Defense 22540
I'd guess it's all the same, but with NWO you never know...
