    VIP not working is an invalid character state, which you should be able to self-correct by respeccing. Your powers sheet ought to give you the option to do so for free.

    VIP level isn't supposed to drop ever. If you're rank 10, you stay a rank 10. You might become an inactive rank 10 when your VIP expires, but if/when you pick it back up, you'd be rank 11 for buying another month.
