From my understanding, it's because Steam is a 3rd party - PWE has no way of directly verifying purchases or funding like they do for their own system, and if something does happen, they are basically screwed out of the money - hence why they take steps to minimize their loss until the transaction/account/funds are verified.

Honestly though, the game should have a way of telling me that before I spend the real money to buy Zen, not afterwards.
It does warn you when you're about to make the purchase in game with your zen.
I know that. I mean before I buy the Zen through Steam in the first place. How long have they been letting people play through Steam? And they haven't figured out whether or not the Steam Wallet is secure yet? Why even let people play and pay through Steam if it's really that untrustworthy that they have to verify? If it only took a half hour to verify fine, but I made this purchase hours ago now, and they still haven't verified.
It's not because of security. It's because the time it takes to process the payment through a third party.

Apparently, it can take them twenty four hours, to three days, or even a week to remove the bound-to-account restriction when you buy things through Arc.
i bought some zen yesterday through steam, and this exact same thing happends to me, now i have to wait for my Zen. this kinda blew me off since i paid for it already.
i cant seem to find another way to buy Zen, i dont know what Arc is, or where i can find it. i dont know if this matters: but i purshase it on steam through my bank, which is safe right? and easy to check?
does anyone know if this will happen again through steam, once they ''checked'' my payment? if so, i will probly stop playing this game since there are more major problems with this game.
You can download the Arc Client from this website, I believe. Or just search Arc Neverwinter on your favorite search engine. Should be able to find it. You have to install and patch Neverwinter again, but it only takes an hour or so. This may happen every time you buy Zen through the Steam Wallet. I don't know why PWE and/or Cryptic want to discourage people from buying Zen on Steam. Seems like they probably get most of their players from Steam. Not like Cryptic advertises Neverwinter on television, so there are very few ways players can learn about it unless they are web-browsing and running searches on MMORPGs and just happen to read about it. That's how I first found out about Neverwinter in the summer of 2014.
if you logged in on your browser and commenting on the NW forums I believe you are already in Arc's website (at least that's what I get when I am logged in to NW forums) and can look at the top of the page and click on the "charge" link and it should take you to the page to purchase zen

they could have ATLEAST warn us about this BEFORE we purshase Zen! if i knew this, i would never buy Zen from them.
anyways, i tried to buy with Arc (thanks for the tips and advice) with a Paysafecard, it all went good and i got my Zen. so then i tried to exchange my Zen to Astral diamonds (AD). Again, its says ''Due your recently purschase blablabla'' meanwhile i still cant do anything i REALLY want on this game! Everything is bounded and exchanging Zen to AD isnt possible. even tho the game lets me buy Zen with Astral Diamonds, but this is NOT what i want.
this isnt the only problem tho, dont wanna change the supject but it all adds up.

Unfortunately, that means we have to bind any purchases your customers make until the money has actually changed hands to us. Please understand."

do you remember how was the population before the game got on steam? steam has an enormous user base and it is a good source of new players. that is why. and like i said. other companies that as well do not want to get bad stuff happen to them, that have mmos, that are on steam, do not have probation periods and still have no problems with transactions. explain why only one company with mmo on steam seems to have problems. actually do not explain. like i said it is pretty self explanatory why is that.

PWE has a prerogative to protect itself however it deems fit and necessary. If it means locking down a customer's ZEN until the money has actually changed hands because they've been burned too many times on bad or unverifiable transactions, then that's what they'll do and to the Nine Hells with how other companies or games might do it. How other companies do so is nothing more than a red herring to the argument and irrelevant. However, the fact remains that Steam payments cannot be immediately verified and thus, until the payment actually changes hands and PWE receives funds for the transaction, the ZEN is locked down. Not much to argue there. It's like me buying something from you and saying that I've already given the money to Joe Schmoe and he's gonna send you the money in a week. You're gonna say that I better keep it at home and not sell it to anyone else until Joe shows up with that check. Then next month, I buy again, and even though I've bought from you before, you still can't count on the payment until the check gets there. Sure, on a personal level, it's not gonna happen, but that's much the way Valve works with PWE. PWE doesn't have the option of saying "if it's all the same to you, we can't give you your ZEN until we actually have the money in our hands" so this is the next option available to them.
If PWE was worried about how much of a cut Valve would be taking, they wouldn't have even bothered offering the game on Steam. Simply having access to a larger user base isn't enough. A business isn't going to enter into a relationship with a third party unless there's a mutual benefit. Valve also saves PWE the trouble, cost, and liability of payment processing and security by doing so on their behalf, and in return PWE pays Valve a cut of the sale. PWE wouldn't do so if the cost of Valve's cut was more than they would be saving by letting Valve take payments on their behalf. That's common sense.

Usually the probation period lasts 7-10 days. This can also be occurring if you're using a new payment method, such as a new credit card.
