I have the shirt and pants that give bonus xp and have finished elemental evil at 66, now it seems i need to complete another 150 vigilant task to get to level 70
I just leveled a gwf alt up using azures and the inscribed gear (71.5 xp gain) and finished spinward and got my mainhand at lvl 68. To get to 70 i did fiery pit quests since they group nicely in zones and can be done quicker than most.

how much did fiery pit offer as it only offers me about 7000 xp, so thats about 70 quests per level ?

at 71% exp gain i was getting about 16k xp per quest 8k for target quests and 22k for lair quests

Yes, it is WAI, lowering quest needed for completion is nice and after they added 2x needed experiance per level... outcome is just what you experiencing...
..needed repeats are not lowered because needed experience is not lowered to reach level70 or get "powerpoints".
Fiery Pit is nice place to run exp and if can take infinite repeats then run Drowned Shore what has easy mobs.... it is just damn boring when Dread Ring/sharandra/Wod are too hard and others are just dull repeats.

I met many 67-68 who completed last zone and they had to farm giants. Usually with well motivated group it shouldn't take long. I had XP shirt/pants, artifact level 60 cloak and belt, 5 util slots with rank 7 azure. I'm not sure how many vigilance quests you had to do per zone, all good 48 ? Was it reduced recently?

That might explain why you still on 676, not on 67-68
There's still a major problem with the XP requirements to hit level 70.
There's absolutely no reason why finishing all the boring grindy vigilance quests in all four zones shouldn't level a character from 60 all the way to 70. I have a similar problem on my cleric, did three zones and only levelled up from 64-67. So about 1 level per zone. That's it.

The solution can be following:
1. Quest line with chain developing story.
2. Some quests optional and some quests player might discover.
3. All quests per zone should give xp for advancing 2.5k levels ahead.
4. If someone wants to skip whole zone or optional quest, he/she MUST use ZEN XP boost items (Cryptic makes profit)
Vigilance system was problem from very start. So depressing the issue has straight-forward solution. In addition there is nice story about superior XP leveling in SH added as argument to entire leveling 61-70 discussion. Few daily quests with dozen of thousand XP per day can't quickly cover missing few hundred thousand XP.
