Red hearts--what are they?

I have been seeing red circles on some players' torsos in PVP. I've also seen them on some Barbarians in IWD. What are these?

    It means either a GWF or GF has applied a mark to you. Similarly, if you see a yellow circle in the center of a paladin's chest, it means they've applied their Bane debuff on you.

    Never seen that on pve enemies though.
