Sacred weapon on Devotion Paladin. A bug or not a bug

Sacred Weapon:
My interpretation of the tooltip would have sacred weapon for Devotion Paladins give a bonus radiant damage to the next attacks, AND bonus healing to the next heals. My tests however seem to indicate that Devotion Paladins only get bonus healing from Sacred weapon.
1) Am I wrong in the conclusions I got from the tests? did someone else test and get conflicting results?
2) Is it working as intended or bugged?
Your next 5 single target attacks deal bonus Radiant damage to your target. Oath of Protection: Forces the target to attack you for 3 seconds. Oath of Devotion: Your healing is improved by 15% for 8 seconds. Your next 5 heals also heal the target for additional bonus healing. Additional Ranks: Damage +15%

All at wills except Protection paragon at will. Do not benefit from them, because they are labeled as cylinder area attacks (which they are not) Valorous and Oath Strike in turn do not benefit from Sacred Weapon even though those at wills are single target.
This is surely a bug on a couple of different levels.
